peter.... - Terminology can be confusing - "free space" indicated by My reupmoC disk properties srefer to space included in the partition but not currently being used. "Free space" referred to by Diskpart, or other disk partitioning utilites, refers to space not designated as part of a partition.

It is not free space it is used by the partition. For example there is 298gb in the partition. One needs to reduce the size of the partition, then you will have free space.
